As a part of the peace settlement that ended six weeks of conflict, Armenia reluctantly agreed that elements of the disputed area of Nagorno-Karabakh would now be managed by Azerbaijan.
For the ethnic Armenians who fled combating within the city of Hadrut that meant they’d successfully been made homeless, pushed from their homes by the battle and unwilling to return and dwell underneath Azeri management.
