Owning two or more dogs could land you in prison - Zimbabwean city issues stern warning to residents

The City of Harare has issued a strong warning to residents about the legal repercussions of owning multiple dogs in residential areas, emphasizing adherence to its dog control by-laws. 

 

Under these regulations, it is illegal to own more than two dogs on properties smaller than 2,000 square meters, while larger properties are limited to a maximum of four dogs. Violations could result in a fine, imprisonment of up to six months, or both.

 

The by-laws, outlined in Section 4 (1) of the Harare Dog and Licensing Control By-Laws, aim to promote public safety and address issues related to stray and uncontrolled dogs. Acting chamber secretary Mr. Warren Chiwawa explained that non-compliance would attract serious penalties, including a level three fine or imprisonment.

 

Residents in areas such as Warren Park, Westlea, Kambuzuma, and Mufakose, which generally fall under the 2,000-square-meter threshold, are particularly impacted by the restrictions. Meanwhile, neighborhoods like Highlands, Chisipite, and Shawasha Hills, with larger properties, qualify for the higher limit of four dogs.

 

The by-laws also regulate other aspects of dog ownership. All dog owners must secure a permit to keep a dog and ensure their properties are gated to prevent the animals from straying. Breeding dogs within city limits is strictly prohibited under Section 11 (1), while Section 12 forbids allowing dogs to roam without restraint beyond property boundaries.

 

The Harare City Council has called on residents to comply with these rules, stressing the importance of public safety and community order. Mr. Chiwawa reiterated the city’s commitment to enforcement, warning that offenders will face legal action if found in violation. The council continues to urge residents to familiarize themselves with the by-laws to avoid penalties and ensure responsible dog ownership.
