Ukrainian capital Kyiv was targeted early Tuesday with missile strikes, reported Tymur Tkachenko, the head of the city’s military administration. Several apartment buildings and an educational facility sustained damage during the attacks. Witnesses for Reuters reported hearing loud explosions throughout the city.

In the Donetsk region, a father and son were confirmed dead, while two children and their mother suffered injuries due to strikes in the area that remains a frontline of conflict, according to local authorities.

Additionally, a coal mining site in Dnipropetrovsk region was attacked for the second time within 24 hours. The private energy producer DTEK noted there were no immediate reports of casualties or infrastructure damage.

Diplomacy and Politics

Ukrainian President Volodymyr Zelenskyy stated in a video address that Russia has largely adhered to a ceasefire regarding Ukraine’s energy infrastructure. This development comes as Kyiv prepares for the next round of trilateral talks with the United States and Russia, scheduled for Wednesday.

In a social media post, Zelenskyy referred to a recent “de-escalation” in attacks on energy facilities as a factor helping to build trust for upcoming negotiations. He expressed optimism about achieving a dignified and lasting peace in the forthcoming discussions with Russian and U.S. officials in the United Arab Emirates, highlighting the completion of a deal concerning U.S. security guarantees for Ukraine post-war.

The Russian Ministry of Foreign Affairs warned that the deployment of foreign military forces or infrastructure in Ukraine would be considered foreign intervention, designating such forces as legitimate targets. Dmitry Medvedev, deputy chairman of Russia’s Security Council, labeled a proposal by European powers to deploy NATO troops in Ukraine as unacceptable.
