Key Updates on Day 1,447 of Russia’s War on Ukraine

Fighting Intensifies

On February 10, Russian drone attacks targeted various regions in Ukraine, resulting in at least four fatalities, including a mother and her 10-year-old son, according to Ukrainian officials. The strikes also caused power outages affecting tens of thousands of residents.

Ukraine’s Air Force reported that Russia launched 11 ballistic missiles and 149 drones overnight. Of these, 116 drones were reportedly intercepted or neutralized.

The attacks also impacted Ukraine’s state-run oil and gas company, Naftogaz, with damage reported at production sites in the Poltava and Sumy regions. The company’s CEO, Sergii Koretskyi, indicated that this marks the 20th attack on its infrastructure since the beginning of the year.

In eastern Ukraine, Russian forces are advancing around Pokrovsk, aiming to capture the city in a broader strategy to control the Donetsk region. The General Staff of Ukraine confirmed that its forces maintain control of the northern part of Pokrovsk, which has a pre-war population of 60,000, amid ongoing fierce fighting.

Military Developments

Ukrainian President Volodymyr Zelenskyy announced plans to open export centers for domestically produced weapons, including combat drones, across Europe to generate revenue for Ukraine. He indicated that 10 such centers will be established in 2026.

Additionally, Ukraine and France have agreed to collaborate on large-scale joint weapons production. Ukrainian Defence Minister Mykhailo Fedorov, who met his French counterpart Catherine Vautrin in Kyiv, did not disclose specifics regarding the types of arms to be produced or timelines for commencement.

Political Dynamics

Russian Deputy Foreign Minister Alexander Grushko stated that any agreement to end the conflict must include security guarantees for Russia, specifically the withdrawal of NATO troops from Ukraine. Russian Foreign Minister Sergey Lavrov expressed willingness for cooperation with the United States but tempered expectations regarding economic ties, citing a lack of optimism.

The Russian Federal Security Service (FSB) reported that suspects arrested in connection with an assassination attempt on Lieutenant General Vladimir Alexeyev confessed to following orders from Ukraine’s Security Service. The FSB also alleged involvement from Polish intelligence; neither Ukraine nor Poland has responded to these accusations.

India’s Foreign Secretary Vikram Misri remarked on the country’s commitment to diversifying energy sources, in light of U.S. pressures to cease fuel imports from Russia. Meanwhile, German prosecutors have indicted a Ukrainian national linked to an alleged plot involving Russian intelligence to detonate packages in Europe.

Sanctions Updates

The European Union is considering extending sanctions against Russia to include ports in Georgia and Indonesia that facilitate Russian oil shipments. This would represent the first time EU sanctions target ports in third countries. The proposal also aims to bar transactions between EU entities and designated Kyrgyz banks accused of providing crypto services to Russia.

The EU plans to add 30 individuals and 64 companies, including several Russian refineries, to its sanctions list, seeking asset freezes and travel bans.

Sports and International Response

Ukrainian skeleton athlete Vladyslav Heraskevych reported that an Olympic helmet adorned with images of war victims cannot be used in competition due to International Olympic Committee regulations against political statements. Ukrainian Sports Minister Matvii Bidnyi criticized potential easing of restrictions on Russian athletes, suggesting such a move would be irresponsible as the war approaches its fourth anniversary.
