El-Rufai Explains Silence Amid ICPC Investigation

ABUJA — Former Kaduna State Governor Nasir Ahmad El-Rufai has clarified his decision to refrain from answering questions posed by the Independent Corrupt Practices Commission (ICPC), citing concerns that the investigation is politically motivated.

In a series of handwritten statements submitted to the ICPC while in custody on February 19 and 20, El-Rufai characterized his silence as a constitutional right and a form of protest against what he perceives as a politically driven inquiry. He asserts he will only address any allegations in a judicial setting.

The statements were made during his detention, in the presence of his lawyer, Ubong E. Akpan. The ICPC is expected to either formally charge El-Rufai or release him by March 5, 2026, if it does not act before the expiration of a 14-day detention order authorized by a Chief Magistrate Court in Bwari.

In his first statement dated February 19, El-Rufai identified himself, provided a brief biography, and explained his professional background, which includes roles as Director General of the Bureau of Public Enterprises, Minister of the Federal Capital Territory, and twice-elected Governor of Kaduna State from 2015 to 2023. He mentioned that he resides primarily in Egypt with family, including his 96-year-old mother.

El-Rufai asserted that his political affiliation with the African Democratic Congress (ADC) may be a motivating factor behind the investigation. In a statement, he indicated that after nearly two years of scrutiny, the ICPC should present its findings to a judicial tribunal rather than directly to him, reinforcing his intent to respond only in court.

He reiterated this stance in a subsequent statement on February 20, emphasizing his intention to maintain his right to silence regarding any further documents or questions until they are addressed in a legal forum.

The investigation continues to draw attention as it unfolds, with El-Rufai standing firm on his position against the ongoing inquiry.
