Kaduna State Government Prioritizes Human Capital Development in 2027 Budget

The Kaduna State Government announced a continued focus on Human Capital Development as part of its 2027 budget. Key sectors such as agriculture, health, and education will be prioritized in the forthcoming appropriation bill.

Muktar Ahmed Monrovia, Commissioner for Planning and Budget, made the announcement during the opening remarks at the 2027 Expenditure and Revenue Budget Defense on Wednesday. He described the proposed budget as a consolidation of efforts made over the past three and a half years.

Monrovia highlighted the introduction of Early Child Development as a new component of the budget, emphasizing its importance for children aged 0 to 5 years. This initiative is expected to enhance Human Capital Development efforts.

In addition to education, the Commissioner noted that social protection, security, and infrastructural development will remain significant priorities for the upcoming budget. This aligns with Governor Uba Sani’s commitment to enhancing security in Kaduna State and supporting underserved communities.

Monrovia remarked that Governor Sani has made notable progress in security initiatives over the past few years and asserted that related policies and programs will continue to evolve in the next budget cycle, which will be the fourth under his administration.

The Commissioner provided insights into the prioritization of agriculture in the new budget, referencing a survey indicating that Kaduna State is home to more than one million of Nigeria’s 42 million farming households. He explained that the governor has directed resources towards agriculture by distributing free fertilizers and improved seeds to smallholder farmers over the last three years.

Monrovia also mentioned the rural transformation agenda, which aims to connect farms to markets, thereby supporting local economies and mitigating rural-urban migration.
