Warden and Four Officials Suspended After Discovery of Inmate Luxury Compound in Indonesia
JAKARTA, Indonesia – A prison warden and four other officials have been suspended following the discovery of a compound resembling luxury apartment-style residences allegedly used by inmates at the Cibinong prison. This announcement was made on Tuesday by Rudi Setiawan, inspector general of the Ministry of Immigration and Corrections.
“We have suspended five structural officials, including the Cibinong prison chief, who are suspected of being responsible for the incident uncovered by the Ombudsman,” Setiawan stated.
The action follows an investigation prompted by a surprise inspection conducted by Indonesia’s Ombudsman, a government body overseeing public services, on September 23. During the inspection, more than ten residential units were identified as being separate from the regular cellblocks at the prison, located in Bogor, near Jakarta.
Investigators reported that the facilities were equipped with air conditioning, large-screen televisions, refrigerators, sofas, and dining areas. They also noted the presence of a gym, a golf simulator under construction, and luxury vehicles within the prison grounds.
Syafrida Rachmawati Rasahan, a member of the Ombudsman, raised concerns about the implications of the findings, stating, “We found strong indications that certain inmates had access to special facilities unavailable to ordinary prisoners.” She described the residences as resembling homestays, apartments, and villas, rather than conventional prison accommodations.
Originally intended for official housing for prison staff, investigators are currently examining whether these units were repurposed for the use of inmates, which has raised alarms about possible unauthorized privileges.
The incident has ignited public outcry and renewed scrutiny of Indonesia’s correctional facilities, which have previously been scrutinized for allowing wealthy or influential inmates to receive preferential treatment in exchange for bribes. The Cibinong prison, covering four hectares (10 acres), houses a diverse population of inmates, including those convicted of corruption and other high-profile offenses. The identities of the inmates residing in the luxury compound remain undisclosed.
Lawmakers, anti-corruption activists, and watchdog organizations are demanding transparency in the investigation, particularly regarding which inmates benefited from the special accommodations and whether prison officials accepted illicit payments in exchange for these privileges.
This incident marks another blemish on Indonesia’s corrections system, which has long struggled with issues of overcrowding, corruption, and allegations of unequal treatment based on wealth. A previous investigation in 2010 found evidence that certain inmates enjoyed a lavish lifestyle while incarcerated.
