Peru Probes Human Trafficking Network Luring Citizens to Fight in Ukraine

LIMA, Peru — The Peruvian public prosecutor’s office has initiated an investigation into an alleged human trafficking operation accused of deceiving citizens with false job offers, only for them to find themselves engaged in combat in Ukraine.
According to the prosecutor’s office, individuals were recruited with misleading advertisements promising employment as security personnel and other positions in Russia, accompanied by attractive financial incentives.
The investigation will examine potential violations related to “human trafficking” and “aggravated human trafficking.”
Percy Salinas, an attorney representing families of those who have reportedly been conscripted, informed local media that 13 Peruvians have died in the ongoing conflict. He stated that individuals were promised monthly salaries ranging from $2,000 to $3,000, with estimates suggesting that around 600 Peruvian citizens have been recruited since October to fight for Russian forces.
In a statement released Thursday, the Russian embassy in Lima confirmed that Peruvian nationals had signed contracts to join the Russian military. The Peruvian Ministry of Foreign Affairs has sought clarification from the Russian embassy regarding the circumstances and well-being of its citizens serving in the foreign military. The ministry emphasized that citizens must obtain permission from the government before enlisting in foreign armed forces.
On Thursday, family members of those allegedly recruited under false pretenses protested outside the Ministry of Foreign Affairs in Lima, demanding the return of their loved ones.
Peru joins a growing list of countries expressing concerns over Russia’s recruitment practices, which have reportedly drawn individuals from various nations. Ukrainian estimates indicate that more than 1,780 citizens from 36 African countries are also believed to be fighting alongside Russian troops.
Additionally, Russia has acknowledged the involvement of North Korean soldiers in the conflict, under a military agreement with Pyongyang. Thousands of these soldiers have been reported killed or injured in battle.
The situation highlights the urgent need for intervention to protect vulnerable populations from exploitation amid ongoing global conflicts.
