Brazilian Police Intercept 108 Cuban Migrants in Major Smuggling Operation

BRASILIA, Brazil — Brazilian authorities reported the interception of 108 Cuban nationals attempting to enter the country illegally in a single day, marking a significant operation in the ongoing issue of human trafficking and undocumented migration from Cuba.

In a statement released Tuesday, Brazil’s Ministry of Justice and Public Security characterized the law enforcement effort as a humanitarian rescue aimed at impeding human trafficking networks. According to the Federal Highway Police (PRF), this operation represents the largest single rescue of migrants in the state of Roraima, which borders Guyana and Venezuela.

The ministry disclosed that a significant number of Cubans are using Guyana as a transit point before heading to Brazil. Currently, approximately 57.6% of Cuban migrants residing in Brazil are located in Roraima or Amapa, another northern state.

Recent months have seen an escalation of the humanitarian crisis in Cuba, exacerbated by a de facto fuel blockade imposed by the United States that has restricted foreign oil shipments since January, with a single exception for a Russian tanker. The blockade has led to widespread disruptions in public services, causing frequent blackouts and limited access to essential items such as food and medicine.

Authorities fear that these conditions could trigger renewed waves of migration from Cuba, a trend observed during the COVID-19 pandemic when the population declined by an estimated 10%.

Since the beginning of 2024, the PRF has reported rescuing approximately 297 migrants and asylum seekers in Roraima, the majority of whom are Cuban. During the recent operation, five human smugglers were arrested as part of a broader initiative known as Operation Safe Route, which was launched in December 2024 to enhance roadway safety.

In the course of the operation, three separate arrests were made. One involved a convoy of three vehicles that attempted to evade police after being signaled to stop. Police discovered 39 Cubans, including children, in precarious conditions, many of whom had reportedly gone without food for two days.

In another incident, eight Cuban immigrants were located after a vehicle was seized for illegal border crossing. Additionally, law enforcement traced a suspected human smuggling vehicle to a residence, where 61 Cubans were found.

All 108 intercepted Cubans were subsequently handed over to immigration authorities for regularization and integration into social assistance programs.

The Ministry’s annual migration report for 2025 indicated that while Cuban immigration to Brazil had been relatively stable or decreasing over the past decade, a vigorous rebound commenced in 2022. Interestingly, refugee applications from Cubans surpassed those from Venezuelans in 2025, with over 40,000 requests filed.

The report cautioned that migration flows could continue to increase if tensions between the United States and Cuba escalate, particularly following U.S. policies under President Donald Trump, who has actively engaged in Latin American affairs and suggested potential military interventions to alter Cuba’s regime.
