New York City Bans Use of Artificial Intelligence in Public School Classrooms
New York City has announced a one-year moratorium on the use of artificial intelligence (AI) tools in its public schools for elementary and middle school students, a move that could influence educational policies across the United States. The city’s public school system, the largest in the country, will discontinue the use of 40 AI-based educational tools affecting approximately 600,000 students.
Mayor Zohran Mamdani made the announcement during a news conference on Wednesday, emphasizing the importance of human interaction in education. “Children need teachers and human connections to learn and grow,” Mamdani said. “They need to develop skills alongside their peers and build relationships with educators.”
The ban aims to allow the city to study the impact of these technologies on students. While teachers will still have the discretion to use AI for lesson planning, the prohibition extends to learning tools commonly utilized in classrooms.
Among the limited AI tools being tested in a pilot program for high school students is Edia, a mathematics platform providing step-by-step coaching. Its use will be restricted to 20 minutes per week. Similarly, the English language arts tool Quill will be utilized for no more than 15 minutes each week.
“This moratorium gives schools, parents, and educators the opportunity to evaluate the impact of these tools on our education system,” said Adin Lenchner, founder of the political consultancy Carroll Street Campaigns. “It reflects a demand for responsible leadership that prioritizes students over corporate interests.”
The policy also includes screen time restrictions, limiting students to less than 45 minutes of usage each day through the eighth grade, and bans the use of “companion chatbots” in high schools. Details regarding the specifics of these restrictions remain unclear, as City Hall did not provide additional information.
The decision to impose the ban comes at a crucial time for New York City schools, which recently reported a 6 percent decline in reading proficiency scores among students in grades 3 through 8.
Experts believe that New York City’s decision may set a precedent for other school districts considering similar policies. “Banning AI in elementary and middle schools sends a significant message given that this is the largest school district in the U.S.,” said Margeret Murry, an associate professor at the University of Michigan. “However, the effectiveness of the ban remains uncertain without a clear enforcement mechanism.”
The mayor’s policy is informed by studies highlighting the potential negative impacts of AI on cognitive development in children. A review conducted by the Brookings Institution determined that the drawbacks of generative AI often outweigh the benefits, although it noted that limited implementation could enhance learning outcomes.
“It’s in line with the science,” said Shaleen Title, an attorney and educator focused on emerging technologies. “This approach shifts the focus to ensuring that educational technologies are proven safe before being allowed in the classroom.”
The discussion surrounding AI’s impact extends beyond early education. Recent studies suggest that heavy reliance on AI among adolescents correlates with diminished critical-thinking skills. Faculty from various institutions have expressed concern that students today struggle with reading and writing tasks that previous generations managed more effectively.
While the city moves to regulate AI use in educational settings, controlling its use in students’ homes presents a significant challenge. Chancellor Kamar Samuels acknowledged the complexities involved, stating, “This policy seeks to limit [AI use] and enhance our understanding of how to combat external use when students are doing homework.”
Exceptions to the ban include provisions for students with disabilities and multilingual learners, as well as those enrolled in career readiness programs, particularly in computer science. Students will also have access to two annual AI literacy courses to foster understanding of the technology’s implications.
