Key Developments on Day 1,460 of Russia’s War on Ukraine

Published: February 23, 2026

Monday marked the 1,460th day of the ongoing conflict between Russia and Ukraine, with significant developments on the frontlines and in diplomatic circles.

Fighting

Ukrainian President Volodymyr Zelenskyy accused Russia of carrying out an attack in Lviv, a city near the Polish border, that resulted in the death of a 23-year-old policewoman and injuries to at least 24 others. Lviv Mayor Andriy Sadovyi labeled the incident a “terrorist” act.

During the night of February 22, Russian forces targeted Kyiv and its surrounding regions. At least one person was killed and 17 others, including four children, were wounded. The attacks damaged numerous homes across five districts, according to regional Governor Mykola Kalashnyk, who shared the information via Telegram.

Zelenskyy reported that the assault primarily targeted Ukraine’s energy infrastructure, leading to power outages in multiple regions, including Kyiv. In a statement on X, he noted that the strikes affected the Dnipro, Kirovohrad, Mykolaiv, Poltava, and Sumy regions, damaging residential buildings and railway infrastructure.

Ukraine’s air force disclosed that Russia launched 345 weapons during the recent overnight attack, including 50 missiles and 297 drones. Ukrainian forces successfully intercepted 33 missiles and 274 drones.

In light of these escalations, Ukrainian Foreign Minister Andrii Sybiha urged the international community to impose stricter sanctions on Russia, asserting that the recent attack should not be normalized.

In the occupied Zaporizhia region, Russian-installed officials reported that emergency crews are working to restore power in areas affected by a Ukrainian attack on energy infrastructure. Yevgeny Balitsky, the Russia-installed governor, stated that approximately 12,000 households remain without electricity.

Additionally, a Ukrainian drone strike in the Russian-occupied Luhansk region ignited a fire at a fuel reservoir. Reports from Russia’s Belgorod region indicated that a significant Ukrainian missile assault caused considerable damage to energy infrastructure, disrupting essential services such as power, heat, and water.

Ukrainian drone operations also triggered brief flight delays at airports in Moscow, where Mayor Sergei Sobyanin reported that 24 Ukrainian drones had been intercepted. Russia’s Ministry of Defence claimed to have detected and destroyed 130 Ukrainian drones over a four-hour timeframe, affecting not only Moscow but also other central regions of Russia.

Politics and Diplomacy

Russian President Vladimir Putin emphasized the urgency of developing the nation’s nuclear capabilities, labeling it an “absolute priority” following the expiration of the last nuclear treaty with the United States. His remarks were made during a speech commemorating “Defender of the Fatherland Day,” which honors the Russian military.

Pope Leo recently made a passionate call for peace in Ukraine, stating that an end to the four-year conflict “cannot be postponed.”

In a significant political maneuver, Hungarian Prime Minister Viktor Orban announced that Budapest will block the European Union’s upcoming sanctions package against Russia. This action aims to pressure Ukraine to resume oil transit through a pipeline supplying Hungarian refineries. Hungarian Foreign Minister Peter Szijjarto echoed his country’s stance, indicating that no important decisions affecting Ukraine would be permitted until oil transit is restored.

Ukraine’s Foreign Ministry condemned what it termed “ultimatums and blackmail” from Hungary and Slovakia, criticizing their threats to cease electricity supplies to Ukraine unless oil transit resumes. The ministry insisted that any ultimatums should be directed toward the Kremlin, not Kyiv.
