State House Denies Involvement in Budget Code for Controversial Council
The State House has categorically denied any role in requesting a budget code for the Presidential Foreign Investment Promotion Council (PFIPC) or in authorizing its formation. This development comes as the House of Representatives Ad-hoc Committee continues its investigation into the PFIPC, which has faced scrutiny regarding its legitimacy.
During an investigative hearing at the National Assembly Complex in Abuja on Thursday, officials from both the State House and the Federal Road Safety Corps (FRSC) were summoned to clarify their involvement with the PFIPC, which is alleged to have operated without proper governmental approval.
The committee is examining how the PFIPC was purportedly created, secured official recognition, and was included in the budgetary framework of the Federal Government, notably within the 2026 Appropriation Act, despite ongoing concerns about its legal standing.
Abdulkadri Idris, the Director of Administration representing the State House’s Permanent Secretary, told lawmakers that the presidency had neither initiated nor authorized the PFIPC’s establishment and had not made any requests to the Office of the Accountant-General of the Federation regarding a budget code for the council.
“We did not send any correspondence or request to the Office of the Accountant-General in relation to this council. We were not even aware of its existence until it began appearing in the media,” Idris stated.
He emphasized that the State House lacks statutory authority to establish government agencies and, therefore, could not have issued any communication regarding the PFIPC.
Idris also denounced documents submitted to the committee, which allegedly originated from the State House, as fraudulent.
