Device Checker not surveillance tool – NCC assures Nigerians

The Nigerian Communications Commission (NCC) has encouraged consumers to verify the status of mobile devices prior to purchase in order to prevent the acquisition of counterfeit, cloned, or unauthorized devices.

During a news conference at the Commission’s zonal office on Thursday, the Zonal Controller highlighted the importance of the Device Checker Platform, which aims to ensure compliance with technical standards and enhance the integrity of devices connected to Nigerian networks.

“As Nigeria’s digital economy grows, it is crucial that devices connected to our networks adhere to established technical and regulatory standards,” the Controller stated.

The NCC has made substantial progress in implementing the Device Checker Platform through initiatives focused on licensing, regularization, and engaging stakeholders. The Controller reported that the licensing process has been simplified, allowing a significant number of device dealers in Kano State to obtain the necessary licenses.

In addition, the Commission has organized sensitization sessions with importers and industry stakeholders in Lagos and other regions to promote awareness of the Type Approval requirements and obligations associated with the Device Checker framework.

To facilitate compliance, the NCC has introduced a Device Checker application that enables authorized users to scan the International Mobile Equipment Identity (IMEI) numbers of devices and upload relevant information to the platform. The Controller noted that this application is designed to enhance efficiency and simplify compliance for stakeholders.

The Commission has also made online resources available to educate both consumers and industry participants about the device verification process. Consumers can check their device status via the NCC’s Device Checker portal by entering the device’s IMEI number. Additionally, manufacturers, importers, distributors, and dealers can access the Type Approval and Device Verification Guide on the Commission’s website.

The Controller emphasized that the Device Checker Platform is not intended for monitoring users’ private activities. “It does not access personal data, messages, photographs, contacts, financial information, or any other private content stored on a device,” the Controller clarified. “Its purpose is strictly for device identification and regulatory compliance verification.”

The NCC has urged consumers to buy from reputable and licensed dealers, verify device status before making purchases, and utilize the available online resources to inform their buying decisions. Furthermore, manufacturers, importers, distributors, and dealers are encouraged to familiarize themselves with the Type Approval and Device Verification Guide to ensure full compliance with NCC regulations.

For inquiries, complaints, or assistance, consumers can reach the NCC through its consumer toll-free number, 315. The Commission reaffirmed its commitment to consumer protection, promotion of fair competition, the strengthening of network integrity, and the establishment of a trusted communications ecosystem for all Nigerians.
