Delta govt threatens contractor over delayed projects

Commissioner Critiques Contractor’s Performance on Infrastructure Projects

Reuben Izeze, the Commissioner for Works (Highways and Urban Roads), expressed significant dissatisfaction with the performance of a contractor during an inspection of two ongoing infrastructure projects. The inspection was conducted alongside engineers from the ministry.

During the visit, Izeze accused the contractor of engaging in “window dressing” practices, suggesting that the contractor was only active on-site when ministry officials were present. “As far as I am concerned, the contractor is not on site,” he stated, emphasizing his strong displeasure with both the contractor’s attitude and the slow pace of work.

Izeze noted that while heavy rain had been previously offered as an excuse for delays, the current weather conditions could no longer justify the lack of progress. “I am not satisfied with what I am seeing,” he added.

He further pointed out that the contractor had received substantial support from the administration to encourage local enterprises. “We have come here after the rain to see this kind of window dressing to make it appear as though they have been busy,” he said. “For me, it is unacceptable. We have gone beyond the stage of window dressing and trying to be on site only whenever the contractor hears that ministry officials are coming for inspection.”

Izeze indicated that he would relay this message to the contractor’s management, warning that if such conditions persist during future inspections, he would have no choice but to make formal recommendations to higher authorities in Asaba.

The commissioner highlighted that the project timelines for the Orere River Bridge and the Edjekota–Ewu–Orere Road had exceeded their expected durations and required more serious attention to ensure that residents of Orere and Ewu communities could benefit from the completed infrastructure.

The Orere River Bridge project, which includes access roads and a spur in Orere Town, was awarded to the contractor on January 27, 2021, for an initial contract sum of N9.85 billion. This amount was later revised to N32.45 billion.

The contractor is also responsible for the rehabilitation and asphalt overlay of the Edjekota–Ewu–Orere Road, awarded on September 3, 2026, for N6.92 billion. Work on this road was mobilized on September 10, 2026, with an expected completion date of March 10, 2028.
