ADC Calls for Recommitment of State Police Bill to Legislative Process
The African Democratic Congress (ADC) has urged the House of Representatives to recommit the proposed State Police Constitution Alteration Bill for a new legislative review. The party asserts that amendments of this nature should be conducted transparently, constitutionally, and inclusively.
In a statement released on Tuesday, National Publicity Secretary Mallam Bolaji Abdullahi emphasized the ADC’s support for the establishment of state police to address Nigeria’s security challenges. However, he noted the party cannot endorse a process that allegedly circumvents constitutional requirements.
The ADC raised concerns regarding reports suggesting that the constitutional requirements for the bill’s passage were met through votes sent via WhatsApp by lawmakers absent from the chamber. Furthermore, some members who merely signed the attendance register were reportedly counted during the voting process.
“The Constitution is not amended by convenience. It is amended through strict procedures that leave no room for improvisation,” the statement read.
The party stressed that, regardless of intent, the constitutional framework for amending national laws should not be ignored. The ADC expressed dissatisfaction with the lack of thorough consideration of the bill’s clauses, as well as the insufficient attention given to constitutional challenges raised during debates.
According to the ADC, constitutional amendments require comprehensive discussion and strict adherence to both the Constitution and the House Standing Orders. They also pointed out that the current version of the State Police Bill lacks the necessary public scrutiny expected of significant constitutional reforms.
While discussions of state police have taken place during prior constitutional reviews, the ADC noted that the latest proposal introduces key policy changes that require public examination through a dedicated process.
“It is one thing to pass a bill for political expediency. It is another thing to ensure that it actually addresses the issues it aims to resolve,” the statement said.
The ADC warned that without proper public engagement, Nigeria risks enacting legislation that reflects only the viewpoints of the ruling party rather than the concerns of its citizens. The party referenced past instances where significant laws and policies required amendments due to insufficient scrutiny prior to their enactment.
In conclusion, the ADC urged the House of Representatives to return the bill for a fresh legislative process that adheres to constitutional, transparent, and inclusive standards. “Nigeria deserves a State Police framework that commands public confidence as it has been properly debated and fortified to meet the required outcomes while preventing abuse before it becomes part of our Constitution,” the statement added.
