FCT bus terminals awaiting FEC approval to begin operations – Wike

FCT Minister Announces Future Operations for New Bus and Taxi Terminals
Abuja — Nyesom Wike, the Minister of the Federal Capital Territory (FCT), announced that three newly constructed bus and taxi terminals will commence operations pending approval from the Federal Executive Council (FEC) regarding a Public Private Partnership (PPP) for their management.
Wike made this statement during an inspection of ongoing road projects in Abuja on Thursday. The terminals, located in Kugbo, Mabushi, and the Central Business District (CBD), were built as part of a project that began in 2024 at a total cost of N51 billion.
The terminals in Kugbo and Mabushi were completed and inaugurated in June 2025, coinciding with the second anniversary of President Bola Ahmed Tinubu’s administration, while the terminal in the CBD is nearing completion. Despite being inaugurated, the terminals have yet to begin operations.
According to Wike, the delay in launching the terminals is due to the need for FEC approval of the qualified operators, which falls outside ministerial discretion. He stated that the procurement process has already successfully passed through the Bureau of Public Procurement (BPP).
“After building the terminals, we decided not to have the Transport Secretariat manage them. Instead, they will be run by private individuals with the necessary expertise,” Wike said. He expressed confidence that the contracts will be presented for approval at the next FEC meeting.
During the inauguration of the completed terminals, Wike also mentioned plans for additional terminals in Gwagwalada, Bwari, and Kuje. He emphasized that the new terminals represent a significant advancement in the FCTA’s efforts to modernize transportation infrastructure within the territory.
In addressing urban congestion, Wike noted that these terminals will provide organized parking spaces, thereby alleviating traffic congestion caused by indiscriminate roadside parking.
Biodun Otunola, Managing Director and Chief Executive Officer of Planet Project Ltd, highlighted that the Kugbo and Mabushi terminals will be equipped to handle over 10,000 passengers daily, with provisions for 120 buses and taxis for both intercity and intra-city travel. The CBD terminal will primarily serve intra-city operations.
Otunola indicated that each of the terminals is expected to create at least 100 jobs across various roles including security, ticketing, facility management, and maintenance. “It’s very substantial,” he said. “It’s like running a mini airport.”
He also mentioned that further assessment indicates a need for at least 12 more bus and taxi terminals throughout the FCT to adequately serve the population. Proposed locations for these terminals include Gwagwalada, Kuje, Gwarinpa, and the city center, among other strategic areas.
