UEFA Seeks Testimony from FIFA Officials for Criminal Complaint Against Infantino

European football’s governing body, UEFA, has filed a request in a U.S. federal court to secure testimony and documents from two FIFA-affiliated entities in Florida. This move is part of UEFA’s preparations for a potential criminal complaint in Switzerland against FIFA President Gianni Infantino.
The ex parte application, submitted under U.S. law, indicates that UEFA is contemplating legal action against Infantino and possibly other FIFA officials regarding a previously proposed plan to transfer commercial rights for both the men’s and women’s World Cups, along with the Club World Cup, to a new subsidiary named FIFA Forward Enterprise (FFE). This plan has since been abandoned.
According to the legal document filed in Florida, UEFA is “actively considering legal action arising out of and in connection with the … plan proposed by FIFA.” The document, cited by the AFP news agency, highlights that UEFA and other interested parties are preparing to file criminal claims in Switzerland related to alleged criminal mismanagement under Article 158 of the Swiss Criminal Code.
UEFA claims that Infantino developed the proposal without proper oversight, working with a limited group of advisers and investors. The organization alleges that he bypassed FIFA’s standard governance procedures and failed to consult with the FIFA Council, regional confederations, or member associations.
The court filing requests authorization for UEFA to conduct discovery from FIFA (AMERICAS), Inc., and FWC2026 US, Inc., both based in Florida. UEFA contends that these organizations may possess documents and witness testimony that are critical to understanding how the FFE transaction was conceived, structured, valued, and ultimately approved.
