NAHCON Implements New Regulations for Hajj and Umrah Operators
The National Hajj Commission of Nigeria (NAHCON) has announced new regulations for licensed private Hajj and Umrah tour operators in preparation for the 2027 pilgrimage. The updated guidelines, detailed in a circular dated July 20, 2026, introduce a mandatory N250 million bank guarantee, replacing the previous system of refundable cash deposits.
According to the new directives, operators must be registered with the Corporate Affairs Commission (CAC), hold valid accreditation from the International Air Transport Association (IATA), and employ qualified personnel. Furthermore, they are required to submit audited financial statements, tax clearance certificates, bank references, and records of Hajj operations for the past three years.
The commission also mandated that operators secure accommodation and transportation prior to receiving approval. Additionally, they must submit Hajj packages for vetting before advertising fares, disclose package costs, and uphold transparent refund policies.
Compliance with Saudi Arabia’s Nusuk digital platform is now obligatory, along with quarterly operational reporting, the establishment of emergency response plans, and the appointment of Islamic scholars to provide guidance to pilgrims.
NAHCON has warned that unlicensed operators found displaying banners at pilgrimage sites will face sanctions, and unresolved disputes involving pilgrims may be escalated to the Economic and Financial Crimes Commission (EFCC) or the Independent and Corrupt Practices Commission (ICPC).
Operators who fail to meet the new requirements could incur fines or face suspension or revocation of their licenses.
