ICPC arraigns El-Rufai, six others over alleged N8.68bn CCTV contract fraud

Former Kaduna State Governor Faces Court Over Alleged N8.68 Billion Fraud
KADUNA – The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has charged former Kaduna State Governor Nasir El-Rufai at the Federal High Court in Kaduna in connection with an alleged fraud of N8.68 billion linked to a CCTV surveillance contract.
El-Rufai was arraigned alongside his former Senior Special Adviser, Jimi Adebisi Lawal, and five companies, facing allegations of corruption, money laundering, and financial misconduct.
The case, identified by charge number FHC/KD/93C/2026, is being presided over by Justice Hauwa’u Buhari.
Also named in the amended 11-count charge are Singularity Network Security Limited, Solar Life Nigeria Limited, Knowledge Investment Nigeria Limited, Intercellular Nigeria Limited, and Noble Coast Resources Limited.
Additionally, Bashir El-Rufai, identified as the brother of the former governor, is mentioned in one of the charges and is currently reported to be at large.
The ICPC stated that the allegations arise from a contract awarded for the procurement, survey planning, design, and installation of a Closed-Circuit Television (CCTV) surveillance system in Kaduna. The commission contends that El-Rufai, during his tenure as governor, approved the contract for N8,682,574,054.94, despite claims that Singularity Network Security Limited lacked the necessary technical capacity and experience to carry out such a project.
