Lagos Reviews Water Tariff Guidelines To Ensure Affordability, Sustainability

The Lagos State Water Regulatory Commission (LASWARCO) conducted a workshop on October 22, 2026, to finalize guidelines for water tariff setting in Lagos. The session emphasized the importance of affordability, transparency, and financial sustainability for water service providers.
The workshop, held in collaboration with organizations including the Resilient Water Accelerator, WaterAid Nigeria, Aguaconsult, Mangrove & Partners, and the Lagos Water Partnership, brought together various stakeholders from the water sector for technical discussions. These discussions followed months of consultations and reviews regarding the proposed tariff guidelines.
Barr. Oluwabukola Khadijah Adeyemo, Executive Secretary of LASWARCO, reiterated the commission’s commitment to enhancing regulation within the water sector. She stressed the goal of ensuring that residents have access to safe, affordable, and sustainable water services. Adeyemo noted that collaboration with the participating organizations aims to strengthen regulatory capacity, promote equitable tariff structures, and maintain accessibility for low-income and vulnerable households.
Mr. Idowu Olowu, Director of Technical Services at LASWARCO, praised stakeholders for their contributions throughout the consultation process. He stated that the new guidelines would create a fair and transparent framework that considers both consumer affordability and the financial viability of water service providers.
Olowu added that the discussions were critical to aligning water service delivery in Lagos with global best practices, equity, affordability, and long-term sustainability. He indicated that this initiative aligns with the THEMES Plus Development Agenda of Governor Babajide Sanwo-Olu’s administration.
Once implemented, the guidelines are expected to improve transparency and accountability in the sector, strengthen investor confidence, and enhance overall service delivery throughout Lagos State’s water value chain.
